User promotion running fine on users, but not on admin user

I am testing a user group promotion based on a custom user field with radio buttons. All user with the selected button appropriate to the promotion rule get promoted as expected, aport from one user, ie myself. Is there a setting somewhere that excludes admin or super admin from user promotions?
