Threads created by a report should have any custom thread fields available to the user.

I am presuming this is a bug:

It would be expected that when a user files a report and it creates a thread in a forum that requires a custom thread field, then that field should be presented to the user who creating the thread by reporting.

Please excuse me if this is meant to be like that and so not an actual bug.
