Style variation switch not available for users

As admin, I can see the little icon in the footer to select light/dark etc. None of our users can though. I had to remove the <xf:if is="$xf.visitor.canChangeStyleVariation($xf.style)"> check from PAGE_CONTAINER to allow users to see it.

I'm using a child of the default style as my only enabled style. The parent default style is disabled.
