Paid - Charge to create new thread or pin

I'm looking for someone to create an add-on for 2.3 that will allow the site to charge users to post or pin a thread.

• Option to charge members to create a new thread in specific forums. There must be an option to exempt certain user group(s) from the post fee.
• Option to charge members to pin their thread in specific forums for specified periods of time. Pinned posts would automatically revert to regular, unpinned posts once that time has expired. There must be an option to exempt...
