Is there a setting to enable the style variation picker?

As admin, I can see the little icon on the footer to select light/dark etc. None of our users can though. I had to remove the <xf:if is="$xf.visitor.canChangeStyleVariation($xf.style)"> check from PAGE_CONTAINER.

Is there a permission or setting somewhere that I'm missing?
