How can I avoid user group promotion if an upograde is active?

I have been trying for a long time to solve the following problem. I have set up regular user promotions, and it works quite well.

When a user upgrades their account, they are assigned a BADGE, etc., indicating they have upgraded. BUT after some time, this gets overwritten by a regular user promotion, and it no longer shows that they have an upgraded account!

I then have to manually remove the promotion so that their upgrade is visible again, but as soon as the user is promoted again, the...
