Can the New / Post Thread Buttons be Moved?

My "New Thread" and "Post Thread" buttons appear above the Adsense ads which is above my list of threads in a forum, and may be unnoticeable to some. These Adsense ads are large and I would like to move those somewhere else more noticeable.

Can this be done? I am using the cloud version.
